Woman charged with child endangering for Maintaining children in Dirty Parma Heights Flat

PARMA HEIGHTS, Ohio – A Parma Heights woman was arrested and charged with child endangering   and causing a disturbance after authorities discovered her children living in a “state of complete filth.”

On Friday, authorities responded to the 6000 block of Big Creek Parkway after a neighbor reported a woman  with her children resulting in a disturbance.

When authorities arrived at the apartment building, they found Samaria Kyle highly intoxicated and slurring her voice.

Kyle admitted to police she had four alcoholic beverages before correcting herself to say “several alcoholic beverages,” according to a police report.  

The neighbor told authorities he saw Kyle laying outside his apartment door together with what appeared to be a urine stain.

1 officer has been greeted with a 7-year-old boy who had been walking towards a opened flat door with the keys inside the lock.   Officers also  observed that a girl strapped in a car seat.

An officer found food, newspapers, bags, dishes and garbage scattered through the home. An officer saw that the sleeve of a youngster’s shirt burning over the ground and found a burning odor.

The officer used a fire extinguisher to put out the fire.

The children appeared to be filthy and famished, according to the report.

Kyle told officers that the flat was a mess because she was being evicted on Dec. 29 and had to pack as a result of it.

A officer maintained her 7-month-old  due to Kyle continued to sway back and forth because she was being interviewed for her whereabouts, according to the police report.

While being interviewed by authorities, without even realizing it, she dropped on the couch sat on her kid’s leg.   Kyle blew a BAC of .254, according to the report.  

Kyle was previously arrested in June for OVI.

They were taken by the children’s grandparents after Kyle was put under arrest and transported to jail.

Hamas - Video shows armed Hamas children joyfully mock-executing Israeli child

In a video a non-profit pro-Israel organization, make a mock implementation of an Israeli soldier and a team of armed children run from a Hamas terror tunnel.

The children, apparently older than the age of 7 , operate from a tiny tunnel with brush and leaves covering it.

After running and marching their skit of shooting in their enemies, both two children stand another kid on his knees over wearing an Israeli soldier’s uniform.

The movie is reminiscent of ISIS videos coaching children to become future members of ISIS. Videos show young children, known as “cubs of the caliphate,” executing enemies of ISIS and being brainwashed to become future ISIS members.

Hamas is a terrorist network which has called for Israel’s destruction.

Bilingual Kids Would Each Child Speak Less English?

I recall before my kids were born which we proposed how it would be. Bringing them up bilingually, that is.

We agreed on the 1 parent-one language strategy. We determined as outside the door they heard German, that English could be the main influence within the house. However although I tried to bring up my kids bilingually, I occasionally wonder exactly what went wrong.

All my kids appears to talk less English.

My Story

I’m an English speaker from Australia, living in Austria with my husband that speaks chiefly German with the kids.

When my first daughter was born, I could not speak German and the language I heard me talk was English. Had been German with her dad and quite clear about just speaking English with me, when she began speaking, from early. When she was in kindergarten when we came home although she couldn’t sing the tune to me on the day of mother as it had been , she filmed it in English and interpreted it. For this day, she’s quite particular about just speaking English with me.

I’d learned to talk a bit of German, when my daughter was born three years later. She noticed me speak German when I mixed with the other mothers at kindergarten, in the grocery store, along with my mother-in-law. When playing with her sister, they’d change between German and English based on what the matter was. For my child, her existence was chilled in German than the original. Though she talked to me mostly she was not so worried because she knew I knew, when she talked in German.

My daughter was born. By this time, I was competent in speaking German. The women have and she noticed me and they speaking German. She heard (and proceeds to listen) me talk German if the women do their assignments. I did not have enough time such as I did with all the others to spend some time with her singing songs in English.

Our third child hears more German at home than the kids although I try to stick to the 1 parent-one language version and just talk from English. She switches or sings songs in German her language as opposed to searching for the phrase in English.

Language Input

Excels in language dominance are dependent on each kid’s exposure to languages, which is different for each child.    It all depends on the languages that the parents are speaking, their siblings, their friends and anyone else they talk with, based on Professor Gathercole, a Professor of Linguistics at Florida International University and Professor of Psychology at Bangor University, Wales

Instead of viewing the differences because something negative, this is a natural result of how kids (and adults) learn languages.   Does this mean your child is not regarded as multilingual? NO!

As Professor Gathercole says, “Language is heard in context, and also a kid may hear each language in different contexts. For instance, a child might hear 1 language used from the kitchen, another language on a sports area, but in the exact same time might hear both at a grocery store and in school.”

It could be that our child knows something better. 1 language might be more important at this phase, but this might change as they grow older as well if they must use 1 language greater than another.

Nevertheless, it is very important to bear in mind they have two or more languages, even which is greater than a monolingual individual has.

So have I failed?

Instead of seeing the differences in my kids ‘ language use as having failed, what I’ve done is provide a foundation of bilingualism for all three of my kids. When she wants to she understands and can talk though my youngest chooses not to talk in English.

We talk is our unique mix. It also works for everybody, although it might not be exactly as we intended. That’s definitely the most essential.

Child agency Reported and Fired for leaving Kids unsupervised

TAMPA — A foster care service has dropped a $9.2 million deal and been reported to the state’s abuse hotline following reports that its staff left nurture children unsupervised.

Eckerd Connects, the lead child welfare service from Tampa Bay, said Tuesday that it is terminating its contract with Family and Youth Alternatives to offer case management for children in Hillsborough County.

This comes after the agency dropped a teenage girl early on Jan. 24 facing an Eckerd office in Tampa alone, hungry and crying, Eckerd said in announcement.

A subsequent investigation by Eckerd discovered that children being left unsupervised by YFA has been “not an isolated event.”

Eckerd has reported the incidents to the Hillsborough County Sheriff’s Office, which conducts investigations into allegations of child abuse and neglect to the county as well as the Florida Department of Children and Families.

“It was an isolated clinic happening so we chose to complete the deal,” explained Doug Tobin, Eckerd spokesman.

Spokeswoman Lisa Brock said YFA behaved once it discovered that children were being left unsupervised. Case managers were having to handle some teens who occasionally refuse to go to college and to foster homes.

“After we became more aware that children were unsupervised we immediately stopped that practice and clearly people in the child welfare system are still dealing with human beings and, in part, these teenagers come out of mistreated and abused backgrounds and don’t always conform and cooperate,” she explained.

She added that YFA will continue to work to come up with solutions about how to deal with hard-to-place teens in foster care.

This contract’s conclusion will not take effect. Eckerd plans to run a crisis bid procedure to discover a new service to substitute YFA, that was managing some 1,700 children in Hillsborough, Tobin said.

Eckerd’s choice will not impact YFA’s $5 million deal with Eckerd to provide case management services. “We experienced numerous stakeholders that said Pasco operations and management was running easily,” Tobin said.

Tobin added that the decision wasn’t in reaction to some WFLA story that teens spent hours sitting in a vehicle at a petrol station with a YFA case manager so its connection could be used by them.

DCF Secretary Mike Carroll said that case managers who have face-to-face interaction with children have a duty not and to receive them of the counseling and services locate them a bed at evening.

“It appears that wasn’t occurring, and their contract has been terminated as a consequence of bad case management,” he explained.

“DCF has been working with Eckerd on brief- and – long-term solutions for this dilemma since it was brought to our attention on Jan. 24 and we will continue to closely track Eckerd’s progress to ensure safe and proper placements for each adolescent in their maintenance.”

Adolescents who refuse to cooperate with case managers have been a hassle for Eckerd for a while.

In 2016, the agency admitted that mostly older teens, 43 children, had slept in offices and additional locations that were unlicensed as it could not place them in homes.

In May, Eckerd declared a contract with Camelot Community Care to run the Ybor Heights adolescent center, which is used to house and supervise children entering the foster care system until they have been placed with foster parents or in a group residence.

The Tampa Police Department had reacted to 13 disturbance calls and 57 runaway reports at the center in a interval, documents show.

Help a Hungry Child: The Way the money will help these children achieve their full potential

Located into a space that is bustling off the Leicester ring street is Hazel Community Primary School.

400 kids, aged four to 11, come here in order to learn. But despite their energy on the park, a number of them are often going hungry.

“The main thing we see here is kids falling asleep,” headteacher Andrew Lintern explained. “We often hear kids saying ‘I am hungry, I have not eaten breakfast’, so we have to sort something out for them since they are just not being fed up in the morning.”

For many of the parents, increasing food prices and stagnating wages have dealt a harsh blow to that which they are able to provide for their families, Mr Lintern explained.

“It is the price of food that is preventing them from getting enough to eat. We’ve got parents who wind up on salaries that are just not enough to support the entire household,” he explained. “And they are quite proud parents so that they won’t always complain about it but surely there are families who fight to supply enough food.”

Mother-of-six Nicola feels the strain. “I have to really budget on what I pay with the kids, I need to restrict what they could have,” she explained.

Nicola can not afford to buy enough although her six-year-old Summer enjoys eating peanuts and berries but. “I would love to be able to give them more vegetables and fruit, but I need to make sacrifices,” she explained. “I need to go without so I can supply for them. I do not buy myself anything coming up to Christmas, I just can not buy anything, I have to restrict myself.”

A number of the kids here will have just had a glass of milk, or even a toaster, although the 32-year-old makes sure her kids get breakfast before they leave for school. Others have bought some sweets on the way in, leaving them lacking the energy and nutrients that they need to make it through the morning.

“The knock-on effect is huge. If they don’t arrive in getting consumed, their learning is wholly disrupted, so they will have lost the entire morning so far as I am concerned,” Mr Lintern explained.

“I would like to observe the kids here reach their potential rather than be held back with them being hungry, since that is among the largest challenges I could see to learning, occasionally their concentration is just not there.”

As many as 500,000 children go to school hungry each day. That is why for this year’s Christmas appeal, The Independent is backing The Felix Project to support those families living on the breadline.

The charity has been operating to combat hunger with left handed create that could otherwise have been destined for landfill, reacting to the demons of food excess and food poverty.

Now, it is going to be siphoned all funds raised into a market stall scheme in primary schools, in which kids and their parents can allow themselves to produce as they go home.

The scheme launched in two London schools this month and today, due to subscribers’ generosity, it’ll be rolled out at Hazel Primary on Wednesday 20 December.

The Felix Project will take a van in Park Royal, laden with yoghurt, vegetables, fruit, porridge and bread to the school for parents and their kids to fill up a paper bag to carry home.

Nicola explained the scheme could be a real support.

“I think it’ll be amazing. With the prices of fruit and veg, they are so pricey, it really climbs up,” she explained. “I have to live off #60 a week, so it’ll really help.”

Mr Lintern stated he hoped that the stall could show parents.

“I just believe it’ll give parents a significant boost. The kids will adore it, the parents may adore it, it is something different but it’s also  an opportunity to show them the school is considering them,” Mr Lintern explained.

“I think that it’ll help parents extend their budgets a bit. My school want to eat well, they enjoy their own fruit but it’s about getting it for prices they could afford.”

The charity intends to roll the scheme out however, is currently identifying the most disadvantaged areas nationally to help tackle food poverty. Hazel Primary in Leicester is going to be the first school to be helped outside London.

Save Children official for child safeguarding concerns

Save the Children has admitted to significant failings in its own employment procedures after it emerged that a senior official worked at the charity for two or more decades before he had been fired over historic child safeguarding worries.

Rudolph von Bernuth, who held senior posts including that of international programmes manager, was at Save the Children from 1992-96 and 1997-2014 before he had been sacked for serious misconduct connected to past behaviour. He has since been a college guest lecturer in the US.

Save the Children reported that the allegations worried Von Bernuth’s behaviour before and during his employment from the union, but would not provide any specifics of the particular complaints that led to his death other than to say “serious concerns were raised regarding him”.

The UK Charity Commission informed the Guardian that his dismissal was connected to “historic child safeguarding worries”.

Save the Children also stated that as a result of the case it would explore the way that it dealt with promises of sexual misconduct and harassment. However, it would not explain whether there had been allegations of the nature made from Von Bernuth.

The charity said that it was “appalled at and denounce his behaviour prior to and throughout his job”, adding: “We are heartbroken at the pain he caused.”

Save the Children admitted that it had been “deeply concerned” at how it managed hiring procedures, but would not say whether it’d asked for a mention before hiring Von Bernuth.

The Guardian requested Save the Children to elaborate any knowledge of wrongdoing in different tasks but the charity denied.

Von Bernuth did not respond to repeated efforts to get him for comment.

The revelations contribute to important problems for the charity, together with staff demanding the removal of Sir Alan Parker as its international chairman over complaints of inappropriate behaviour by former executives. They think he should step down due to failures to handle the complaints from staff contrary to the charity’s former chief executive, Justin Forsyth, along with the former policy manager Brendan Cox, the widower of murdered MP Jo Cox.

Von Bernuth worked for Care International for 2 decades before joining Save the Children, where he was most recently the international programme manager based in London.

Care International told the Guardian which Von Bernuth resigned in May 1992 and that it had no records of proper sexual misconduct complaints. “Over 25 years have passed, and our documents do not indicate whether or not a mention was given [to Save Children] at that time,” it stated.

Von Bernuth is understood to have worked in the London office on secondment in the US division of the charity and also to have abandoned abruptly in 2014. 1 former staff member who requested to remain anonymous explained: “When he left, nobody had been told anything. He simply … disappeared.”

His case had been reported on the UK Charity Commission and he was not supplied with a mention upon leaving. He had been investigated, with information passed on to authorities in the Usa and the UK.

A spokesperson for the Charity Commission said: “Our documents from 2014 suggest that the charity Save the Children International made a significant incident report to us at March 2014, relating to a staff member and historic child safeguarding worries … we found that the person in question was suspended and later had his employment terminated from the charity.”

Since 2016, Von Bernuth has been the president of the board of directors to Hospice and Palliative Care of Oneida, Herkimer and Madison counties, New York. He’s also been a guest lecturer on humanitarian issues at Syracuse University’s Maxwell School. Neither organisation responded to requests for comment.

His public also says that he retired from Save the Children in 2015 and that the Canterbury School, a boarding and day school he attended in Connecticut, awarded him a distinguished alumni award this past year.

Save the Children is among a range of charities to be influenced by a catastrophe that has spanned the industry since Oxfam staff were accused of sexual misconduct in Haiti in 2011. Last week, even the heads of 22 aid businesses took the unprecedented step of apologising for the sector’s failure to tackle sexual abuse. They pledged to toughen protects against misconduct.

The letter, signed by the heads of ActionAid UK, Christian Aid, Cafod, Care International UK, in Addition to Oxfam, Save the Children and many others, stated: “We are truly sorry.”
